A management information system for cash and in-kind transfer programmes — from beneficiary registration through payment disbursement and reconciliation.

Overview

Kaarange is 2M Corp's proprietary management information system built for institutions engaged in cash and in-kind transfers to beneficiaries. Originally developed for the World Bank-funded Nafa Quick programme in The Gambia, Kaarange has since been deployed across multiple countries and adapted for different social protection contexts.

The platform provides end-to-end management of the transfer lifecycle: beneficiary registration (manual, bulk import, or field-based CAPI), programme configuration with flexible payment rules, automated payroll generation with approval workflows, integration with payment service providers and mobile money platforms, and post-payment reconciliation with comprehensive reporting.

Kaarange is designed to be adaptable. It has been deployed as a standalone system for national cash transfer programmes, integrated with the openIMIS platform for social health protection schemes, and used for research-related disbursements. Its modular architecture allows institutions to configure the system to their specific programme rules, payment frequencies, and reporting requirements.

Core Modules

Beneficiary Registration & Management

Manual creation, bulk import from Excel, and CAPI field-based registration. Automated duplicate analysis prevents double enrolments. Add household members and define authorised collectors.

Programme Management

Define multiple cash or in-kind disbursement programmes with configurable payment frequency, amount per beneficiary, start/end dates, and programme status tracking.

Payroll Generation

Automated payroll generation based on enrolment data and programme rules. Review and approval workflows, export to payment service providers, and import reconciliation files.

Payment Disbursement

Mobile tools for field-level cash disbursement. Integration with payment service providers and mobile money APIs. Post-payment reconciliation and reporting.

Enrolment & Data Cleaning

PSP coordination for beneficiary enrolment. Data cleaning and validation tools ensure data quality before enrolment lists are finalised.

Reporting & Analytics

Comprehensive reporting with grouping, filtering, and export to PDF, Excel, and Word. Dashboard KPIs for registration progress, payment cycles, and reconciliation status.

Deployments

Nafa Quick Cash Transfer — The Gambia

National Nutrition Agency (NaNA) / World Bank

Designed and built as the operational backbone of the Nafa Quick emergency cash transfer programme, managing beneficiary registration, payroll generation, and payment disbursement to approximately 50,000 vulnerable households. The platform's success led to its adoption in the larger USD 31 million World Bank-funded Nafa Project.

Disability Child Grant IMIS — Lao PDR

UNICEF Lao PDR / Ministry of Labour and Social Welfare

Developed an integrated MIS on the openIMIS platform for the Disability Child Grant pilot in Xiengkhouang Province, reaching 400 households with children living with disabilities. The system features bilingual interfaces (English and Laotian), CAPI registration, automated payroll, and interoperability with the existing Mother & Early Childhood Grant system.
